In this position you will be responsible for the following:
  • Plan, lead and manage all classification and compensation studies for the Agency, ensuring position descriptions are accurately classified. Review and evaluate all unique pay actions, including counteroffers, retention offers, and other compensation adjustments, to ensure compliance. Recommends policy changes; develops and implements procedures relating to compensation administration; implements human resources rules, regulations and policies. 
  • Responsible for obtaining, reviewing and processing all  new hires, temporary hires, reassignment, reclassifications, promotions, additional duties, temporary salary adjustments paperwork for assigned area. Verifies employment eligibility within 3 business days of hire date.  Order national background checks and forward official DMV reports to Employee Relations Manager for jobs requiring driving.  
  • Maintain, review and process all personnel actions in SCEIS for both temporary, permanent, dual employees, transfers and quick hires.  Includes creating and entering information as well as EPMS changes.  Responsible for initiating annual leave payouts to terminating employees and enter funding associated with each position.  Request movement between agencies for transfers.
  • Responsible for the administration of the delegations agreements with the office of DOA Human Resources on Hire above Minimum and reclassification actions.  Review all classification and salary actions and consults with the HR Director to ensure appropriateness of action. 
  • Work with supervisors in assigned area to administer the quarterly flex-time and alternative work schedule changes.  Make changes in employee work schedules for employees on FMLA.  Train office personnel on work schedules and FLSA compliance. 
  • Responsible for the Department's of Employee Performance Management System.  Review and research of EPMS weekly reports.  Entry of EMPS ratings into SCEIS.  When necessary, create SCEIS help desk tickets to remove "Successful by Default" rating whenever system errors occur or issues outside of our control. 
  • Other duties assigned.

Minimum and Additional Requirements

A bachelor's degree and at least two years of related experience.  A Master's degree in human resources and on year of directly related experience. An equivalent combination of education and experience is acceptable.  

Equivalency combination of education and experience maybe approved by Division of State Human Resources. 

Knowledge of job analysis, job evaluation and compensation principles and practices. Knowledge of the policies and procedures of the classification and compensation plan and of agency policies and procedures. Knowledge of federal laws and state regulations affecting human resources management. Ability to establish and maintain effective working relationships. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. Ability to direct and advise technical staff members.

Preferred Qualifications

  • Bachelor's Degree in Human Resources or related fields and two years of human resources management programs, and experience in NeoGov and SCEIS.
