This position serves as a senior analyst within the Classification/Compensation Section of the DHHS Division of Human Resources. Analysts in this section manage classification and salary administration to optimize the Department's ability to recruit and retain employees in a wide variety of areas including health, administrative, and professional occupations. Job responsibilities include the following:

  • Provide guidance to agency classification analysts on proposed job reclassifications.
  • Manage the integrity of a wide variety of jobs within the agency.
  • Review and approve reallocation recommendations submitted.
  • Apply and interpret salary administration policies in researching and analyzing salary data.
  • Serve as a resource for salary exceptions and in evaluating unusual qualifications.
  • Consult with management on position and organizational design.
  • Review data and trends to provide recommendations to management to improve organizational effectiveness.
  • Provide guidance to agency HR staff on managing organizational structure in IHRPS.
  • Provide training to agency HR staff on DHHS Classification & Compensation programs, job evaluation,salary administration, IHRPS OM and PA transactions.
  • Lead project teams in occupational studies.
  • Conduct quality reviews of job evaluation and salary administration activities.
  • Apply relevant federal/state rules and regulations during job evaluation and salary determination.
  • Apply the state's human resource information system (IHRPS) to monitor employment trends and conduct analysis of wages
  • Create supporting documentation and Analyst Notes
  • Provide support, as needed, in the areas of salary administration, organization structure reviews (OM) and IHRPS transaction approvals

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Demonstrated experience applying knowledge of the principles and practices of job evaluation and compensation data to prepare clear and concise written reports and findings.

  • Experience in implementing, communicating, and administering salary policies and procedures.

  • Demonstrated experience in writing to develop technical and policy-based analytical reports.

  • Experience working collaboratively and build working relationships with stakeholders and customers.

  • Proven experience to communicate effectively verbally and negotiate resolutions to difficult situations.

  • Candidates selected for interview will be asked to provide a writing sample.

Management Preferences

  • Experience working with the IHRPS SAP OM and PA modules.

  • Proven experience to leading projects in conducting occupational or organizational job evaluation or compensation studies.

  • Documented experience using HRIS applications to review, monitor and report human resource transactions.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required
OR
High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources
OR 
equivalent combination or education and experience.
