The State Court Administrator’s Office is seeking a knowledgeable and driven Classification and Compensation Specialist to join our Human Resources and Development division. 

In this professional level position, you will perform day-to-day classification and compensation duties to maintain fair and consistent compensation practices across the Minnesota Judicial Branch. Key duties include administering workforce compensation through HR systems, making position classification determinations, maintaining pay plans and records, and ensuring accurate implementation of and compliance with union contracts, policies, and labor laws. 

This position is part of the Workforce Systems and Administration team and reports to the Classification and Compensation Analyst.

Examples of Job Duties:

The following are examples of major job duties expected for this position to perform:

  • Review and analyze written information and conduct job audit interviews and observations as needed to determine appropriate classification of individual positions.
  • Implement system updates (such as mass pay increases) in accordance with compensation plan changes and union contract negotiation outcomes and conduct routine audits of relevant data.
  • Maintain accurate records, update internal communication sites, and ensure accurate classification and compensation program data in HR documentation and systems.
  • Primary user of workforce compensation module of HR system (Oracle); review and roll out system updates, perform system testing as needed, and assist with troubleshooting issues.
  • Provide guidance on day-to-day compensation-related decisions, including salary offers and adjustments. 
  • Participate in salary surveys and benchmarking studies on behalf of the Minnesota Judicial Branch, review available sources of relevant compensation data and conduct analyses of comparable judicial systems and other public sector employers.
  • Assist in maintaining classification specifications and apply point-factor analysis to allocate classifications to pay bands.  
  • Research and compile classification and compensation data to support decision-making.  

Typical Qualifications:

Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.

Minimum Qualifications:

  • Bachelor’s degree in human resources, organizational development, psychology, or related field.
  • 3 years of professional level human resources work experience.

Preferred Qualifications

  • Master’s degree in human resources, organizational development, industrial/organizational psychology, or related field.
  • Specialized work in classification and compensation, with public sector experience a plus.
  • Advanced knowledge of classification and compensation principles and practices.
  • Advanced data analysis skills.
  • Presentation design and delivery skills.
  • Skill in data queries and report-writing.
  • Ability to connect long-range planning with ongoing task execution.
  • SPHR or CCP-World at Work certification.
  • Certification in Hay point factor methodology or other similar system. 

Knowledge, Skills, and Abilities:

  • Knowledge of general, basic human resources principles and practices. 
  • Knowledge of relational database structures, operation, and maintenance, and experience with human resources information systems.
  • Advanced knowledge of Excel and proficiency in MS Office suite.  
  • Ability to maintain current and accurate online informational sites, such as SharePoint. 
  • Ability to perform job analysis. 
  • Ability to collect and analyze salary and compensation data.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop and maintain effective and respectful stakeholder relationships.
  • Certification in Hay point factor methodology or other similar system. 

Salary: 

The expected starting salary range for external candidates is $36.75 - $46.83 per hour ($76,734- $97,781 annually). The full salary range for this position is $36.75 - $56.91 per hour ($76,734 - $118,828 annually). Starting salary is dependent on qualifications. This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

Position Logistics:

This full-time position is classified as a Human Resources Specialist and will work normal business hours, Monday through Friday. Work will be conducted in a hybrid environment, consisting of both remote work and in-person work at the Minnesota Judicial Center located in downtown Saint Paul, MN, as business need dictates.  The Minnesota Judicial Branch offers a comprehensive benefits package.
